Esperti legali di numerosi Paesi hanno preparato una definizione del fenomeno, da sottoporre alla Corte Penale Internazionale dell’Aia affinché la adotti e le dia valore legale, nel cui ambito istituzioni, società e persone potrebbe essere processate per questo genere di colpa
