The worst fires in New York City history have something in common: Immigrant victims

"Those who are most vulnerable, and least valued, live and work in precarious situations often under conditions where legal and regulatory enforcement is lax," said Elissa Sampson, a lecturer in Jewish studies at Cornell University.

“As for insufficient heat, some residents reported heating problems — one told the City that she used space heaters because her heat was “inconsistent.” But it seems, at least, not to have been a problem throughout the entire building; at least four residents told the Daily News that they didn’t have problems with the heat not working; two said their apartments were so hot they needed to open their windows. In 2021, there were three complaints about a lack of adequate heating and one problem with a self-closing door; the door was not to the apartment where the fire broke out. Those were resolved as well. “In general, the complaints and violations do not seem to amount to a long list of egregious problems with fire safety,” the Times concluded. “
It seems that the space heater was left on for 3 days. Heating a home is double the price a year ago.

As someone that worked for over two decades in emergency services and in the fire alarm industry, I can tell you that the number of buildings I personally saw with fire alarm systems that were left in, "Trouble conditions", for months at a time was mind blowing. Most of them got away with this because the alarm was, "local", meaning it had no remote monitoring of the condition of the alarm. It relied on the super or the tenants reporting the alarm needing attention. At least in buildings that had remote monitoring, a central monitoring center would log the time and date of the trouble alarm and their computers would recycle the event every 24 hours if it did not report back to normal. After 72 hours, the central monitoring center was required to report the condition to the fire department. I can't tell you how many automatic fire doors I found over the years were blocked open because their magnetic holders were damaged or otherwise non functional.
