They do take care of the sick, any public Emergency room can not refuse care to anyone who is sick for any reason, even if they don't have money or insurance. They don't have the homeless problem that California does, they also have homeless shelters. They have laws to protect babies and allow for unwanted children to be dropped off at designated location who are then adopted out. That's Florida.
