The nursing shortage has been around for several decades. So it isn't a new problem. As far as the current situation, I can imagine that occupational burnout played a huge role in the resignations. Imagine working like a dog while the community is telling you that COVID isn't a problem while the beds are filled with COVID patients. Or somehow a liar while every day taking care of COVID patients with no end in sight. Or being some part of a conspiracy. Or if they did happen to find some brief moment to have a laugh or relieve their stress, now they are not working hard enough. Quite a bit to heap on an occupation during a crisis.

And when babies are born, they may have to stay in the intensive care unit for a month because of the complications of their situation.
