At that time there was an uprising in Cuba with protests against the 62-year dictatorship. Why would Alejandro Mayorkas say this specifically to Cubans? Would Cubans not also be fleeing persecution and danger in Cuba and simply coming to the United States "for a better life"?
Isn't that the justification being cited as the reason to allow in millions from Central and South America as well as from at least 170 countries around the world?
So then, why exclude Cubans specifically?
Why, indeed. Here is your answer:

Mayorkas, being Cuban himself, knows this. He doesn't want his own people to escape danger and persecution only to come here and vote Republican. So he disinvited them even as he opened up the floodgates to millions of others from more than 170 countries that he and his ilk believe will vote Democrat when given the chance.

2ºHypocrisy. With covid we had to test and social distance, unless you’re a illegal immigrant. Come right on in. For anyone smart enough to realize, we can’t be a life boat for everyone. I’m a citizen, I work here, I spend my money here and I pay taxes here. Millions of illegal migrants don’t pay into the system thus causing those who do pay taxes to have to pay more to make up the difference. Money losses this way are cracks in the foundation of our infrastructure. You can’t keep requiring hard working Americans to help pick up the bill shortage at the end. It won’t work

The border is a Federal zone actually, and precludes states from enforcing federal laws. Biden admin sued both Texas and Arizona to get them to stop border walls, blockades or other enforcement to keep illegal immigrants from crossing. You did know that right? This measure is a small scale one that with the public spotlight finally starting to be reported by the msm, will likely make the Biden admin think twice before suing to stop them. Bad public optics given that most people are now learning just how bad this crisis really is.

Immigration and Customs Enforcement does issue smartphones with a pre-loaded app to undocumented immigrants in some cases, but the program has been around since before Biden took office and the smartphones can only be used to access the app that had info about appointments and immigration info.
the International Organization for Migration, a UN agency, distributes plastic e wallet cards with a max of about $400 to help tide over migrants waiting to enter. This was during Covid and wait in Mexico for those that qualified for asylum.
IOM does not hand out debit cards, we hand out e-wallets which can be used to purchase certain items at certain locations and cannot be exchanged for cash,
They are given only to migrant individuals or families who fit a particular profile, including single caregivers, elderly people, pregnant women, families with a disabled member or children, victims of a crime in Mexico
Hotels were used in the past, but only when detention facilities were full.

9ºS Monica PC through 30 years of teaching, I’ve encountered many immigrant families and they are the complete OPPOSITE of what you describe. Those that have been and are being granted asylum are doing it legally. All others- I would probably do the same thing if I had to live in a cartel controlled country and be in fear for my life and family. Desperate people do desperate things for a better life. I’m thankful through nothing I did to have been born in this country and have advantages. Grace before judgment is how I try to live my life when harm is not being done to others and I see people wanting what we all take for granted.
