Caylee Marie it is because they claimed fake tax loses. I don't think now you are allowed to claim loses. Plus even though they claimed their winnings. The person who had them claim it was trying to get out of paying child support. Do you know how many people do this? A lot. They just disappear and leave usually but not always, the mother struggling to keep up. That happened me. The kid was ten the last time we saw monet and it wasn't even a lot of money . Thirty dollars a week. But it would have helped. We didn't locate him for ten years. Never have gotten it back .it has now been over forty years since payment stopped. And mind you he remarried twice and adopted one woman's kids but to this day nothing was repaid. Not worth the aggregation at this point. But how many other custodial parents have these low life's do this . I was lucky . I got back to work. So ya they are cheating the system.

Justin Ray Vrooman except, as long as the purchaser doesnt file false tax returns, they have not committed any crime. You are legally allowed to purchase someone else's property (even a lotto ticket) and then claim the winning as your own. The person who sold you their ticket is legally required to file their own taxes on their "income" from the sale of that property and if they have some other obligation/debt which they are required to notify when they earn money (i.e. child support) only that person has committed a crime. If the purchaser files a false tax form on their earning (i.e. the tax winning minus their expenses to buy the ticket) then they have committed tax fraud, but that is all.


Technically, them buying people lotto tickets to claim them for themselves was 100% legal. So there was no "Lotto Scheme"... there was a Tax Evasion scheme where they claimed losses which were more than their winnings when they filed their taxes. So at most, you have tax fraud if the original purchaser doesnt pay taxes on the amount they sold it for (where it would actually be considered as a short-term capital gain and taxed as ordinary income). Then, the purchaser would need to claim their winning ticket and pay their own taxes (on the full amount minus any expenses they had to buy the ticket which they could claim as an expense). As long as both parties paid the appropriate taxes, the government would get relatively the same amount of tax income as if the original winner had claimed it). In this case, the only fraud would be any false tax filings for how much income they actually received, and what expenses they claimed. A lottery ticket belongs to the holder, so by buying a winning ticket from someone else, the purchaser is LEGALLY the winner.
