3ºDebra Gilstrap Willmon Yep. Only Congress has the authority to spend, and spend they do - both Republican and Democrats.
Think about this: FY2019 (pre-covid) Federal spending was about $4.45T. While I understand, to an extent, there needed to be spending to address the pandemic, Congress is likely to authorize spending something on the order of $6.8T for FY2024. That's an increase in spending of over 50% in five years, far exceeding any rate of inflation over that period.
The reason for the continued spending levels? Simple, any "one time" emergency spending invariably gets baked into the spending baseline (it's actually called the budget baseline, but Congress gave up passing actual budgets decades ago. But I digress). "One time" spending is the gift that keeps on giving.
The two parties bank on voters and the general public focusing on the politics e.g. Democrat vs Republican, Liberal vs Conservative, Trump vs Biden, etc. while they just bumble along buying votes via the income tax code and driving the national debt to the moon.
Something has to change and I sure hope we'll get a new generation of elected leaders that have the guts to put sound governance ahead of politics. Recent polls show that about two thirds of voters don't want to see Trump or Biden run again, and I couldn't agree more. We have about 330M people in this country, surely those two are not the best choices.
