I can tell you that thru the eyes of my daughter who has worked in Black Schools in MA most of her teaching life.
1. Black Teachers lose patience w black students.
2. Black parents are not involved w their kids education.
3. Black Administrators are not capable and hired on race more than ability
4. Black politicians use black schools as photo ops. They are not dialed in.
5. Gangs are prevalent and it’s not safe to walk to and from school.
They need more security.
Black schools are graduating total illiterates to as high as 20% of the outgoing senior class.
So yes, home school is the only place to get an education in the black community.
