The fact that this story is being presented here by "The New Voice of Ukraine" tells me that Zelensky & the UGS are preparing Ukrainians & the world for a negotiated end to the war in which Russia keeps Crimea. Otherwise NV of U would not permit this story to be printed.

There is an election year coming up & Biden's ratings are very low with 75% of his own party wanting someone other than Biden in 2024...this is per a CNN (very pro Biden/Democrats) poll. The support of the American people for the Ukraine war is dropping as we have a million homeless on our streets, inflation & no national healthcare. Some places in Europe are also seeing a decline in support for the war. Poland recently had protests in the streets against supporting Ukraine. So a negotiated peace will probably be the only solution. Otherwise the war will drag on for years with Ukraine having to be the attacking force.
