No its not, but it is the federal crime of witness tampering, punishable with up to 20 years, if the witnesses sentence' depends on the witnesses testimony.

Plea bargaining is witness tempering. A reward (freedom) is offered in returned for some desired testimony. This is no different than a suspect offering a witness something the witness values (such as his freedom or his life) in exchange for the desired testimony of the person tampering with the witness.

In the profession this is referred to as "Testalying"
