1ºCome to Oregon, where Measure 110 has been enacted. Measure 110 introduced a citation system enabling law enforcement to issue $100 citations for individuals found in possession of low-level drugs. If individuals undergo a needs assessment, the citation fee is waived. However, the implementation of this system has seen limited success in leading to actual assessments.
Prior to the implementation of Measure 110, Oregon lacked the necessary resources such as detox beds, treatment facilities, addiction therapists, and mental health clinicians to meet the growing demand of its residents. Unfortunately, since the enactment of Measure 110, we have witnessed a significant increase in overdoses and other harmful behaviors. This surge has exacerbated the opioid crisis in our state, resulting in tragic loss of life.
It raises the question of what people anticipated the outcome would be when this measure was passed. The opioid crisis in Oregon has reached alarming levels, and urgent action is needed to address this devastating issue.
