Like just anybody can't buy a child or adopt.
There's tons of dogs in dog shelters no one wants , then you get plenty dumped .
So I agree it's the owners at the same time
These dogs are bred for reasons and can at anyone minuet do damage .
We had a big pitbull a fantastic dog but not the best with strangers and not one you can just let of the leash in public places like many do ..Once you know him his your best friend ..
My youngest brother 16 years younger than me..Once he was born the dog never got the attention he Once did ...
My youngest brother was a bastsrd
He'd pull the dogs tail ears etc etc
My dog would take it never bit anyone
But you also have to be aware of things like this when you have big dogs ...
We also had a labrador like yours .
The temperament are different ,him you could let of the leash and was fine with strangers ..
So im not sure it's just the owners .
Breeds do differ ...
