It’s not that simple, and it does appear that the constitution is set up for Congress to indict and prosecute a president. There is information that will never be given publicly due to national security.
The Congress is the only body that has acccess to that information that could exonerate the action.
So if the President knows they know the real evidence the. He can do his duty.
If the President believes that he can be prosecuted in regular court where the true evidence cannot be heard, then he may not do his duty
