The study you show is 12 years old and there are different studies regarding how violent crimes are measured, again, Google is free. Any FFL (note the first F, we'll come back to that later) has to run a background check through the NICS. The NICS is under federal control via the FBI. If they don't run a check, they lose their job and open themselves to jail and fines. If they send a request through for someone under 18 (juvenile) and it comes back rejected but they sell it anyway, they lose their job and open themselves to fines and possible jail time. They cannot make a sale...aka...stay in business without running that federal check.

An officer, aka police, has nothing to do with firearm purchasing process. All your law says is if the feds pass, say a federal "assault weapons" ban, and it goes against MO law, they are forbidden to enforce it. It's not. I thought you lived there? The stay was denied back in October. The law was in effect until Biden and the feds sued. A district court ruled it unconstitutional in March. In other words, it hasn't been in effect since then. Missouri filed an emergency stay to keep the law in place while it worked its way through the lower courts. The SCOTUS denied that request.

Next move is to continue going through courts and eventually back to the SCOTUS.

But the law wasn't stayed and hasn't been in effect for almost a year.

Regarding the whole "18" thing....Per US law as it pertains to FFL's

We should start off easy I suppose. Any FFL selling a firearm must go through the NICS

When a person tries to buy a firearm, the seller, known as a Federal Firearms Licensee (FFL), contacts NICS electronically or by phone. The prospective buyer fills out the ATF form, and the FFL relays that information to the NICS. The NICS staff performs a background check on the buyer. That background check verifies the buyer does not have a criminal record or isn't otherwise ineligible to purchase or own a firearm.
