Yes they are usually held to the bank by shore wires connected to deadheads that are driven into the ground.
Haven't seen any news about how it happened in my towboater groups yet, but , barges breaking free , or boats hitting bridges, is nothing new by a long shot. It's just in the spotlight now.
I assure this happens at the same % rate year over year for decades. It's just the cool story to focus on right now.
Same as when all the trains were derailing ..
You think that just stopped?
They just stopped reporting it in the news.
The same amount of trains derail by % year over year as well

If you lived in Pittsburgh for 50 years like me, you’d know this happens when the rivers flood. The ship that took down the Key Bridge in Baltimore was a hugely larger vessel than a barge filled with what was probably coal or limestone. Bridges were most likely closed as a precaution until they could be checked for structural damage. They have extremely qualified engineers to work on this problem and I’m sure it’s all a formality. The river bridges are built to withstand a lot of pressure from the water, a bump from a barge will not take it down.

So..
Those barges were tied off to "spar barges" .
A spar is an old useless barge that is subsequently anchored to the bank in some way.
.
With all the rain and wind,, the current on the Ohio is really flowing hard and fast.
.
It seems that the spar barges were broken loose from their bank tie offs ,, and the spars and whatever was tied off to them " broke loose" , and went floating down river.
.
A group of 11 barges were stopped by the fleet boat and shoved to shore , the rest kept on going
