If you read the report, then you will understand that he had knowledge and intent. Many of the documents came out of the Senate SCIF when he was a Senator. If you know what a SCIF is, you would know that there is only one illegal way to get the material out. He had to physically and personally steal the documents. I worked in a SCIF and know the strict rules. Also, the report clearly shows that his intent was to use the documents to write a book and one of his book deals was for $8 million in advance money.

While people wonder, not only why he's getting all this money, but what's going to happen to it? Well, one rule, according to the Center for Responsive Politics, is "personal use of campaign funds and donations is PROHIBITED." So, all that money goes to the DNC, or to so-called charities. Donations can be refunded within 60 days after the election is over. The DNC is suppose to use it to promote Biden or other candidates for various offices, now and in the future.
