It's up to the UN security Council to enforce its ruling or orders. But since the US vetoes everything that remotely affects Israel, nothing happens. It doesn't mean the ICJ is not right or it's not a genocide. It only means that the criminal has more power than the ruler. Then, it's up to your moral values to decide if you want to support what's right (preventing a genocide and protecting children and Innocent people that are killed and harmed for the crimes of others) or just support the unjust occupying power that doesn't abide by the law.
