4ºI am assuming that the City will just take this out of the police department's budget, so it has the double benefit of compensating the victim's family for a wrong done by someone else, and defunding the police.
In reality however, it is likely that this payment comes out of the general budget and that way all of Cleveland's City departments and agencies can be further stressed. It's not like Cleveland public schools are facing a huge budget deficit ($168M over the next two years). Or perhaps the mayor can just layoff more city employees to join the 250+ that had to be cut last year because of the City's budget shortfalls. All good things for the community that has to pay this bill.
5ºImagine, actually having footage that proves an injury/death to a bystander caused by a police chase. One of my uncle's friends (and business partner) was sitting in his pickup at a red light and got t-boned by a car being chased by cops in West Palm Beach years ago (they could see it from their shop). He had to be cut out of the truck and airlifted to the hospital and had to have multiple surgeries (he was in for several months because they had to keep the incision open to make sure he was stable enough for each one). At one point they weren't sure he'd make it. Somehow the dash cam footage from the police cars involved in the chase disappeared by the time his family went to sue the city (other than a permanent limp he's pretty much healed up now). The driver of the car that hit him went to prison (not sure if attempted vehicular homicide was one of the charges) in a wheelchair (he was paralyzed from the crash)

24 September, 2021 – Last week, General McKenzie, head of U.S. Central Command , confirmed that a U.S. drone strike in Kabul, Afghanistan on August 29, 2021 killed 10 civilians , including an aid worker ️ and seven children .
Those killed included Zemari Ahmadi and three of his children, Zamir (age 20), Faisal (age 16), and Farzad (age 10); Mr. Ahmadi’s cousin Naser (age 30); and children Arwin (age 7), Benyamin (age 6), Hayat (age 2), Malika (age 3), and Somaya (age 3).
