在《关于“李一哲”案件平反的情况报告》中，他曾这样说：
要鼓励大家解放思想，充分发扬民主，坚持实事求是，一切从实际出发，不管是谁说的，不管是什么本本，只要是不符合实际的，都不能照搬，做错了，都要纠正。
必须坚持民主集中制的原则，当前特别需要强调社会主义民主。我们党的事业是千百万人的事业，应当允许人民讲话，鼓励人民去关心国家大事。
人民群众讲话，讲错了不要紧，只要有利于社会主义事业，顺耳的话，刺耳的话都应该听，只有这样才能集思广益，才能生动活泼，热气腾腾。一个革命政党，就怕听不到人民的声音，最可怕的是鸦雀无声。
害怕民主，是神经衰弱的表现。在这个问题上，一定要相信群众的大多数会珍惜自己的民主权利。
一定要正确处理人民内部矛盾，决不允许把人民当阶级敌人对待。
中国社会问题中，法制问题十分突出。颁布了那么多法律，是否能真正执行？县委书记、省委书记的一句话就可以代替国家的法律，更别提党和国家领导人了。这种现象很不正常。因此，国家若要长治久安，必须依靠民主的发展和法制的完善。
我们万万不能站在老百姓头上，如果我们的干部叫人家一看，是个 “官”，是个“老爷”，那就很糟糕。
扣压群众来信、阻止人民来访，是割断群众和党政机关的联系，是封锁中央的错误行为。
共产党的机关，共产党的干部怎么能怕老百姓，对老百姓没有感情？那能叫共产党的干部吗？这样的干部在封建社会都不算好官！
不管你当多大的官，不要忘记勤勤恳恳为人民服务，真真切切为百姓着想，要联系群众，要平易近人。
古今中外的事实表明，一个封闭的民族是很难发展进步的。
千言万语说得再多，都是没用的，把人民生活水平搞上去，才是唯一的办法。不然，人民只会用脚投票。
